The law of unintended consequences

As part of the auto bailout law makers are requiring US auto manufacturers to improve the fuel efficiency of their cars to 35 mpg by 2020.

Simultaneously, they are increasing the gas tax in many states to pay for infrastructure repairs. I am sure their long term projections (and I have seen some of them) don't account for fuel efficiency doubling in cars, effectively making cutting in half the revenue from a gas tax.
